unless washington gets its act together 90% of americans will see their taxes rise as a series of tax increase and spending cuts take effect. yet negotiations between the white house and congressional republicans are at a standstill. anna werner is in our washington bureau. good morning. >> reporter: good morning. unless congress comes to an agreement on the fiscal cliff it would mean a tax hike plus some $65 billion would be cut from the pentagon and other government agencies. both sides are hoping for a compromise. but so far all there's been is debate. >> i've been keeping my own naughty and nice list for washington. >> reporter: president obama took his fight to the public while visiting a toy company in pennsylvania where he warned republicans not to play scrooge. >> it's not acceptable to me and i don't think it's acceptable for you for a handful of republicans to hold middle class tax cuts held hostage. >> reporter: the white house proposal includes $4 trillion in deficit reduction, $400 billion in cuts to entitlement and $50 billion in infrastructure. john

and if washington can make a deal before you start paying more. with me is democratic strategist marjorie cliften and gerri jacobus. welcome to you both. listening to john boehner today and the president, it's pretty clear there's no deal anywhere near being settled here. i don't know about you, i'm just getting really bored with it. why don't they just get round a table and get it done? let me start with you gerri. >> i think the president going to pennsylvania to the tinker toy plant on a campaign stop essentially is probably not going to go over as well as he thinks it does, particularly since we thought we were done with that. we just went through it a few weeks ago. thought campaign stops were over and he inflicts this on us again. the american people expect him to sit down with the republicans in congress and work this out. now, a year ago or so, last year, he agreed to $800 billion in tax hikes. that's kind of where the number was. he comes back with twice that and when he gets obviously a no from republicans, you don't double it and say that's okay. he immediately goes out on the campaign

the stakes with washington and the neighbor to the south. he plans to launch a rocket within days. the state-run media says a rocket carrying a satellite into orbit will lift off between december 10th and december 22nd. south korea warns if pyongyang goes ahead, they can expect a strong response. remember, the first was back in april. that hyped launch that actually failed. both washington and seoul suspect the rocket launch will really cover for ballistic missile tests. >>> back here at home, issue number one is reaching a deal on that fiscal cliff. just 31 days left until we hit those $7 trillion in automatic spending cuts and tax increases, if negotiations break down. both sides of the aisle are going straight to the public in order to plead their case or tell us why the other side is to blame. this is president obama a in his weekly radio address. >> both parties say we should keep middle class taxes low. the senate has already passed a bill to keep income taxes from going up on middle class families. democrats in the house are ready to do the same thing. if we can just get a few house r

of downtown oakland. the intersection of third and washington street became a virtual lake with water so high it blocked parking spaces poured into one lane of traffic. with the sidewalk covered in rain run off this woman appeared to be baffled by how to get around i it. so she just stood there. ankle deep in rain water. freeway not much better. 8 80 at the marina boulevard exit was a wet gray mess. heavy rain obscured the view of drivers creating a constant wave of stop and go traffic and sea of brake lights. this accident was one of many we witnessed in the span of only 2 hours. low lying spots on the highway often flood quickly. increasing road hazard for drivers and new set of challenges for the crew assigned to keep the freeway and storm drains clear of all obstruction. >> we have to make sure that they are not being plugged by either mud or leaves or by litter. >>reporter: with more than 300 camera across the 9 counties in the bay area cal-trans has had a busy day monitoring traffic. the red color.indicate problem areas where traffic is stopped. flooding closed highway 12 mud sli
